Signing the Agreement on Investment: Mutual agreement on investment plans and for administrative/financial support
Support for Licensing and Approval: Permission for industrial purposes (or farming purposes) land and construction, business establishment, and factory registration, preliminary environment studies, deliberation of zone level plans, and approval for business plans
Establishment of Factories: completion and operation of factories
